"This week, Joe Biden came to Philadelphia to give the most over the top horrible, scornful, and disruptive discourse at any point conveyed by an American president," Trump told an unruly group on Saturday night in Wilkes-Barre, Pennsylvania while lobbying for Republican up-and-comers in the district.
